    Abstract

    Abstract Strategic management is a business management philosophy that, in addition to being applied in the business sector, has been adopted in the education sector, but more specifically in the field of higher education. This paperwill describe the importanceof the strategic planning processes in the universities, the stages of these processes will be discussed, and to describe the approach used in the strategic planning developed at the Universidad Mayor Real y Pontificia de San Francisco Xavier de Chuquisaca, the problems presented and some guidelines that contribute to the solution of the same. From the analysis carried out, the strategic planning process in this House of Studies presents the following deficiencies: predominant participation of university authorities and low participation of legitimate representatives of the teaching, student and administrative sectors; absence of actors from the socio-economic environment; lack of interest of the university authorities in the implementation and achievement of the proposed objectives; development of strategic planning processes to comply with a formality and not to have a real management tool; a lack of correspondence between available resources and objectives, which makes it difficult to implement the strategic plans; mechanisms for monitoring and evaluating poor strategic plans, which have an impact on their low implementation; high levels of ignorance and little involvement of the different levels, regarding the strategic plan; organizational culture and working climate characterized by a high resistance to change, which makes difficult the execution of strategic plans. The previous weaknesses must be overcome through the involvement of all the members of the organization, the formulation of realistic and achievable short and term goals, according to the resources of the organization and in accordance with the conditions of the environment. Undoubtedly this will improve educational management and contribute toimproving the qualityof education, the ultimate goal of strategic management.
