    Abstract

    Abstract This article has the purpose of analyzing public policies towards disabled people, the conceptual approaches on which they are based, and the benefits offered. It takes the Uruguayan case as a reference for the study of the dimensions related to accessibility, sufficiency and quality. This is based on the assumption that the available benefits condition to what extent the population has support for carrying out the basic and instrumental activities of life, as well as for their material subsistence. These aspects determine the guarantee of the protection of rights by the State.
