    Summary Bolivian society exhibits violent and undemocratic elements that are shown by a clear scorn towards the institutional mechanisms of modern democracy. Jürgen Habermas belongs to the Frankfurt School, a trend that since 1930 analyzed the political culture of authoritarianism ina highly industrialized society suchas the German one. Naturally, this conglomerate of theories cannot be applied to Bolivian reality, but it can gain some heuristic perspectives because Habermas studied contemporary society and mass culture which, despite its hedonistic nature, it also favored a depoliticization of the youth sectors and, therefore, it promotes a manipulation of them by the current authorities. The study of Habermas shows that democratic criticism always includes something strictly rational, such as the discussion of public policies that follow discursive arguments. The scorn towards discursive rationalism in Latin America includes a rejection of all models of modern deliberative democracy.
