This research aims to establish new challenges of university education, based on a current diagnosis, their curricula, student-teacher relations and the existing rules of the Department of Law, Faculty of Law and Political Science of the Higher University of San Andres (La Paz, Bolivia) UMSA, given that the Constitution of the Plurinational State of Bolivia conforms the Articles 78 and 91, which refer to the formation of highly qualified human resources with professional competence, announcing categorically that education is intracultural, intercultural and multilingual; closely linked to the development of scientific research processes to solve problems of the productive base and its social environment. The purpose is to establish and implement a productive socio-community education.
