    For this article, the conceptual framework of international law of human rights of indigenous peoples will be essential. The decade of indigenous peoples will be a milestone for the development of projective rules of native peoples International instruments of indigenous peoples departfrom the analysis of the concept of human rights, meaning: "the set of prerogatives inherent in the nature of the person, whose effective realization is essential to the integral development of the individual living in a legally organized society and they must be recognized and guaranteed by the state".
