This study describes the design and implementation of urban public policies based on a "smart city" model that promotes the multidimensionality of urban projects and is successfully applied by cities around the world. It shows that open urban data initiatives are "smart" projects that facilitate the planning and rapid response of urban services as well as transparency and accountability in the public sector, but also offer opportunities for innovation and the creation of high-value businesses that raise the quality of life of the inhabitants. Then, the study offers a brief diagnosis of the advances in the availability and use of open urban data in Bolivia. It concludes that the country is in a stage of low development in this field, so greater efforts are urgent to generate the expected economic and social benefits of this initiative.
