ABSTRACT Bolivia has had several state reforms and public policies in the last 35 years. Until 2005, the reforms were aimed to building an inclusive institutional system, based on a regulatory state with a development model of planning centered on local authorities. After 2005, the reforms that have been carried out are aimed at enhancing the role of the central state by taking the economy as a pivot to public investments through the creation of public companies. It is understood that the object of the reforms is to facilítate the conditions for the individual to achieve greater well-being. The question that we explore is in which type of institutions has led to greater welfare.
