The professional development of in service teachers must be part of the state policies in appreciation to the social and formative task developed in the education processes. Be approached with relevance and property beco-mes an imperative need. The teacher professionalisation in the Bolivian educational context has been an ambivalent, paradoxical and contradictory discourse; for a long time in service teacher training has become, in a historical rhetoric for governments. This subject has become relevant again today. The new state policies have revalued the role of the teacher, through training programs, however these programs do not provide a schedule that answer assessment processes and achieving a clearly defined objective.
