Abstract Computer science is doomed to solve problems effectively and efficiently atpresent there are various touch devices, whichpose a new paradigm ofinteraction withpeople. The Android platform provides applications for mobile devices in packages called APK (Application Package File) which support our society. However at present there are applications for visually impaired people, but the Play Store are available for us to communicate and learn how they communicate them but not for them to communicate asynchronously with us. This research is a translator for Android based on Genetic, Tabu Algorithms and hybrid methodologies contributing to a writing system Braille and ink, to achieve a better adaptation of a multi-application asynchronous communication between people touch model visual impairment and the general public allowing direct communication in writing and phonological. The usefulness of this APK is possible projections in the field of communication, different functionality and usability evaluations were performed to ensure correct operation, both in differential communication expert users, specialists visually impaired and end users.
