ABSTRACT In order to help improve the operating conditions of the School of lnformatics at the Universidad Mayor de San Andrés, the current project has begun an important work oriented to full virtualization of all university processes through the use of new technologies of Information and Communication Technologies (Tic's) and therefore better serve both the IT community and the general community. In this regard, it was decided to consider elnformatics UMSA model [Hurtado, Huanca, Carvajal: 2011], this model includes several components that will lead to improve operating conditions. In that sense it poses a regulatory framework aimed at the application of 1CT, proposing politics, rules and regulations oriented to regulate the application of Tic's in the Informatic Careen ükewise, it has begun the preparation of some applications by the researcher students for the components: eManagement, eServices and eDemocracy is consolidating the component.
