Abstract

 In Bolivia a 7% of the population is Older Adult (AM), of which the 61% lives in the poverty; because of it was promulgated the law 1889 that puts in force the Health Insurance for Elderly (SMGV), that has a cover of 16% of the population, the majority (88%) goes to the National Caja of Health (CNS) and this as well is collapsed by the demand of services, now the present government puts in force a new law based on the previous one. The legal norm is a subject that must be known by all the officials government, especially of that we worked in health. The present work has carried out an exhaustive revision of the previous law of the SMGV and the present effective law referring to the SSPAM, to see the feasibility of its application, differences and similarities. We find that both laws present/display many more similarities than differences, with the difference that the present law is much more ambitious (SSPAM), wants to as much satisfy the needs in health from the 80 to the 100% of all our adults majors of the urban area as rural, reason why it will have to distribute greater amount of benefits, and the contest of all the hospitals and centers of health; besides the participation of the civil society, by the complicated thing of its implementation. We think that he can be feasible insofar as all the actors in health towards our old ones work together and mainly the municipalities’ guard by their applicability.
