    Abstract

    ABSTRACT International environmental context and regulatory reforms of nineties, led to lowland indigenous people in Bolivia becoming visible on the national stage, being recognized their rights of access and use to their territory. Although the titling of the moseten territory, there is a permanent violation of their rights by social actors who live together in the region. Under these context, conflicts, challenges and opportunities that the indigenous organization must face were identified, which determines their territory management. The study was qualitative and a descriptive analysis was per-formed based on the perception of the informants. Results show up internal conflicts in the territory, by the type of social conformation, product of the planned migration processes of the sixties and unplanned ones of the eighties, ca-rried out in Alto Beni region, which conditioned the indigenous territory management related to the control and access to renewable natural resources. Externally, conflicts are result of central government measures for the prospecting of new hydrocarbon deposits and studies for hydroelectric dam's construction without prior and informed consultation, which directly affect the indigenous territory. These problems weaken indigenous territory management and violate the exercise of their rights, causing in short and medium term, a low indigenous impact on public politics and regional development models that contribute to the territory governance.
