The concatenation between files, access to information and the right to the truth ensure not only a legal evolution, within the framework of the creation of laws and regulations that ensure this triad, but also the administrative development of society, the construction of a collective national or regional memory, a more informed citizenry and, most importantly, the guarantee by the State of the fulfillment of human rights and non-repetition, especially in countries with a marked legacy of violence and the commission of crimes against them humanity. In Mexico, the General Law of Archives has proposed as one of its objectives, to contribute to the exercise of the right to truth and memory, which makes it possible to review the recent past where there were serious human rights violations.
