Tribute to the creation of the Rafael Bustillos Province, on October 8, 1908, promoted by mining industrialists, including Alberto Nanetti, administrator of the Llallagua Estañífera Company. Behind this legitimate social conquest of the inhabitants of the mining seat of Uncía, is the dispute for power by the mining industrialists of the Chilean company and the magnate Simón I. Patiño. It also refers to the Villa de Chayanta, which aspired to that title.
