Abstract The article seeks to expand what is known about the life of one of the most important characters of the La Paz oligarchy, corresponding to the late nineteenth and early twentieth century in a manorial society of feudal mentality, inherited from the colony. The research focuses on the life of a person from the La Paz elite that shows characteristics of this group identified as oligarchy complemented by the seigniorial vision. In this sense, Goytia developed the economy of quina, rubber and other agricultural products in his haciendas of the Altiplano and La Paz valleys, with the employment of exploited indigenous workers. It was a politician dedicated to develop national public works prioritizing the La Paz region; as a military, he participated in support of the federal cause in defense of the city of La Paz, was also an active member of the social clubs and other social and cultural institutions of the local elite.
