From the conditions of possibility of social change, this reflection is done to elucidate the possible identification of the public library with ideology, neutrality, ethics, politics and militancy. The aim is to determine how they affect the opportunities of the public library for offering the transduction of information and knowledge between authors and readers. It becomes clear that the public library can focus its activities on a real promotion of reading, and not only being interested in getting the goals of the market.
