Summary This paper describes the diplomatic work of Miguel María de Aguirre Velasco, between the years 1828 to 1847. During this period Miguel María negotiated several international instruments with the Republic of Peru, among them is 'Fundamental Pact of Confederation Peru-Bolivian', which laid the foundations of the union of the two nations.
