    The 1st. Expert Meeting on Educational Materials, held in México in 1971, under the auspices of the Organization of American States, associated states recommended declaring April 2 as Children's Book Day, in honor of the birth of the famous writer Hans Christian universal Andersen, being that the Executive Committee of the International Organization for the Children's Book-IBBY (founded in 1953) has led to the recognition of his work, declaring 1975 Year of the centenary of his death, so the International Children's Book Day is a recognized field in different countries of the world to enhance the work aimed at children. Bolivia joined this momentous event by Ministerial (Ministry of Education and Culture) No. 124 of March 12, 1975, he was promoted and carried out by Prof. Molina Hugo Viaña, in his capacity as President of the Bolivian Section of IBBY, accepted as 40th member at the XIV World Congress of the IBBY held ín Rio de Janeiro, Brazil, on October 21, 1974.
