    Resumen

    About 700 million people worldwide live in the mountains with high risk of food insecurity. In Bolivia, more than 60% of the population (6,000,000) lives in the mountains, with a poverty incidence of 67.3% and extreme poverty at 3 7%. The most important factors generating food insecurity are closed and isolated geography, communication impaired by physical factors, agroecological factors such as low fertility and high soil fragility that reduce agricultural production. In addition, an important factor in Bolivia is little or no applied development research, and uncoordinated policy making. This paper proposes a framework for research and interventions, taking into account the relationship between macro and micro economics, as well as extemal factors and interventions to achieve economic, social and environmental stability and reduce food insecurity.
