The policies of the Evo Morales government, known as innovative in some professional sectors of the world, and the process of change have generated many expectations, from there is interest of the author to get to know the situation of Bolivia to touch on his graduate thesis and concentrate on EMAPA as one of the clearer operative Instruments during his stay in Bolivia. Based on information, data, interviews, we conclude that effectively the government of Bolivia has in EMAPA a promising tool, however, for it to fulfill with that is postulated in the process of change and the expectations it has generated in producers, it needs to modify some aspects, how it can adjust it self to the characteristics off arming production and provide some limelight to the social organizations.
