Public policies generally submit to either the dominant paradigm or the development approach opted by political projects. Because of this, public policies are restricted in terms of effectiveness, efficiency, adequacy, equity, response and suitability when designed and applied. These restrictions distort the direct relationship existing between the problem they aim to face and the public policy. Thus, results expected through public interventions are limited when faced to specific problems in general and the complex problems of food supply stability in particular. In this paper we analyses public policies in the two large crises of the capitalist system, namely 1913 and 2008 crises, and its effects on food supply.
