The Andean-Amazonian countries are experiencing a period of extractive industry expansion, reflecting global and regional processes as well as national policies. Notwithstanding differences among the political projects of the governments of these countries, their policies towards the extractive sector reveal convergences. In each country: the extractive sector generates resources needed to finance social policy and poverty reduction; there have been increasing levels of discontent in the face of extractive industry; and government responses emphasize national over local priorities. There is also a tendency towards government discourses that delegitimize those local actors and civil society organizations who question the expansion of the extractive sector. This suggests that the expansion of extractive industries brings serious challenges for democratic consolidation.
