The overview of the reforms concerning hydrocarbon policies in Bolivia during the last dacade reveals a permanent situation of change, in reference to the rules in management sectors. These still remain in the process of clarification and configuration within the new Constitution which was promulgated in January 2009. This scheme of reforms is based on opposite administration systems: the first one in 1996 had clear liberal foundations, and it was followed by a reform process in 2005, that finally lead to a model of state administration. Within this framework, this paper will underline the elements which have characterized this process, with the aim of comprehending the bases that support it. The impact results in the functioning structure of sectors and the necessary investment policies for the development of productive activities, will also be considered. There will be a particular emphasis to issues concerning rent generation, as well as the defined policy mechanisms.
