In this article, a strategy based on time and its consequences is proposed to reduce the country's dependence on Chilean ports. Through a stochastic process of Finite Markov Chains (FMC), applied to the cargo movement and port exportable value of Bolivia and its access to the Pacific Ocean (Matarani port of Peruvian territory) and to the Atlantic Ocean (using the Tamengo Canal and HPP). Establishing. A feasible medium-term projection of operational research and applied mathematic that allows to reduce this dependence significantly in 18 years and beyond. As long as the strategy is complemented with foreign trade policies.
