    Resumen

    In several regions of the Bolivian Altiplano climate is changing behaviour, where as in recent times related ecosystems influences and activities of the population. Consequently there are local and scientific techniques to monitor these changes and provide forecasts in risk management to strengthen the ecological resilience of communities in their agricultural activities addressing climate change concerns. To do this in the town of Tiahuanaco Information System Agro Climatologically for Risk Management of mixed character was incorporated: conventional hydro meteorological stations (support and dissemination of industry data) and the application of ancient local knowledge through a group of trainers originating (Yapuchiris). Under this perspective, the case study was conducted in the Municipio de Tihuanaco, Provincia Ingavi Departamento de La Paz: Importance of agroclimatológical system for local ecological resilience to climate change and risks low socioeconomic and environmental setting of the agricultural population. Already in the field, the survey was applied as a methodological tool for qualitative research to reflect the perception of the people in reference to topics such as practical knowledge of climate change and its risks, the use of biomarkers of knowledge ancestral home, and interpretation of the data provided by the Hydrometeorological current operating system. The subsequent critical analysis of the results of the survey, compared with hydro meteorological data from 1984-2012, a period where major weather events originated and were also identified by villagers. Finally we considered the functionality observed regarding the socioeconomic and environmental scenario system, finalized to the respective recommendations necessary to strengthen the existing Agro Climatologically Information System for Risk Management.
