The present work analyzes from a critic perspective the possibility of generalizing the concept of "chief', understood as an activity of direct mediation in societies, in which the socio-cultural and political un-communicatión and the intern colonialism prevails, as well as between the dominating and dominated sectors, composed the later in many cases, by indigenous majorities. In this sense, a reference is made to the case of Leandro Condori, an Aymara indigenous who assumes the role of "scribe" in a panorama of almost total un-communication, in which he is not a neutral actor, but is obligated to be a mediator, through the writing language and power of the word. Moreover, one of the main tasks of Condori was to mediate the indigenous groups interests with the Creóle society aggression straight from the juridical instances.
