ABSTRACT: The agricultural sector in Bolivia is characterized by the diversity of production systems, types of agriculture in the different regions, a different state of "modernization" ranging from pre-Hispanic practices to biotechnologies and finally the different stages of production orientation from self-consumption to export. On the one hand, these characteristics respond to certain livelihood strategies, on the other it complicates the possibilities of offering research, innovation and technological development services. With the exception of export agriculture and certain livestock sectors, most of the producers are low-income. These levéis of deficiency condition the possibilities of change and modernization under the approach that has been adopted in 5 stages identified for about 70 years, with respect to the guidelines of agricultural research and technological development policies in Bolivia. This document makes a description and analysis about it.
