In this essay are described some socio-political and legal factors that pervade the daily of Bolivian citizens: arbitrariness and constant trampling of their rights when they demand goods and services. Theoretically the new constitution protects the fundamental rights of Bolivians, but in practice is fast becoming a scenario of fully liberal market, typical of capitalist countries, where the law governing the market is the law of offer and demand, the "invisible hand". The relationship between society and administrative management on the rights and civil liberties management as substantial elements of the rule of law is analyzed. The scope and limits of rational legal model of regulation, control and monitoring are analyzed in step neoliberal created the Superintendence as agents for regulation, control and supervision of the market, its change by the authorities of Social Control System and distortion by informality. Deformation of the system by a decree that abrogated law and assimilate the task and powers, destroying the basic doctrinal concepts of legal hierarchy is clarified. The revision of the rules and their application can identify some factors that prevent compliance with the regulatory legal standards, including lack of institutional coordination between government bodies, informality in the provision of goods and services without social responsibility, the substitutions Superintendents name to authorities without socioeconomic impact and continuity of the imported regulatory system.
