This paper addresses the relationship between the environment, the social construction of risk, disaster and urban environmental management, raising prospects that are still in debate and on which work should continue to deepen. The examples illustrated, describe the processes that apply primarily to Argentina. In general, studies that relate to this topic focus on them from a particular dimension, whether ecological, economic, or otherwise. The paper uses the concept of urban environmental management from a complex perspective for addressing the multiplicity of variables involved, both in the construction of risk and the subsequent disaster, as well of their management.
