Risk reduction is defined as the set of activities carried out by society in order to strengthen the capacity of communities and ecosystems that make up their territory, living together, without destructive traumas, with dynamics from abroad or within. From the technical point of view of food security and sovereignty against the current conditions of climate variability and climate change, there is a primary need "to reduce climate risks in agricultural production. The prevention and mitigation and other production practices (sukakollus) accompanied by technical and social organization have been an effective response to this need. The experience described in this paper was finalist in the Andes Contest "Practices and Local Development Policies against the Risks of Disasters: Significant Experiences in the Andean countries" led by PREDECAN in 2008.
