A summary of the document has been prepared as a guide intended for the authorities of Latin American municipalities which are affected by socio-natural phenomena, to develop effective local risk management strategies and thus reduce human losses and material damage. The document seeks to collaborate to the training of all society actors, in order to address socio-natural hazards with a preventive approach rather than a reactive one, reducing vulnerability, the main determinant of the damage caused by disasters, and strengthen sustainable development strategies.
