Las embarcaciones fueron de propiedad del Cap. A. Posnansky, que fueron cedidas a Bolivia, rebautizadas como "Andrés Muñoz" y "Abaroa". Posnansky impulsó también estudios de geografía y de las etnias en la zona en conflicto. Fue un gran militar que dirigió las operaciones con criterio estratégico, marcando grandes diferencias frente a sus adversarios. Junto a un grupo de religiosas de la Congregación "Hermanitas de la Asunción", realizó activismo social, asistiendo a las familias mineras. Apoyó a la Juventud Obrera Católica y al Comité de Amas de Casa Mineras. Posteriormente retornó a Montevideo, donde continuó su labor en los barrios pobres del Cerro de Montevideo y soportó la represión militar, siendo tres veces apresada. A sus 90 años, continúa apoyando a las familias pobres de Montevideo y no esconde su apoyo militante al Frente Amplio que gobierna el Uruguay, en un tercer mandato obtenido en las urnas.<hr/>Biography of Nilda Josefina Echarte Arrizabalaga, Sister Marta, Uruguayan nun who work in the mining district of Siglo XX, at the time of the mining nationalization, where she met the leader Federico Escobar Zapata, who was removed from the mine clandestinely by Fater Gregorio Iriarte, in jeep of property of the nuns, saving to him the life. Si bien la normativa jurídica establece los límites legales o grado teórico de transparencia de sus instituciones, para conocer si existe una correlación directa con el grado real de transparencia es necesario un estudio directo de las instituciones. El objetivo de este trabajo ha sido evaluar el grado práctico de transparencia de 9 instituciones parlamentarias en el ámbito de la Unión Europea, Alemania, Austria, Bélgica, España, Finlandia, Italia, Portugal, Reino Unido y Ucrania, mediante el análisis de los servicios de acceso a la documentación que ofrecen sus Archivos. La metodología utilizada ha sido la selección no aleatoria de los archivos parlamentarios, con la finalidad de que la muestra fuera lo más representativa posible, y la elaboración de una ficha de análisis compuesta por 6 parámetros, 17 indicadores y 14 subindicadores para analizar sus webs institucionales. Los resultados obtenidos permiten afirmar que, los archivos parlamentarios presentan diferentes niveles de transparencia y su correlación con las normativas por país, si bien es coincidente en algunos, en su mayoría presentan una disparidad considerable.<hr/>Transparency is one of the objective indicators of the quality of democracy in a society. While the legal norms establishes legal limits or theoretical transparency of its institutions, know if there is a direct correlation to the real degree of transparency requires direct study of institutions. The aim of this study was to evaluate the practical degree of transparency of 9 parliamentary in the area of the European Union, Germany, Austria, Belgium, Spain, Finland, Italy, Portugal, United Kingdom and Ukraine, by analyzing the services of access to documents that offer their Archives. The methodology used was a non-random selection of parliamentary archives in order that make the sample used was as representative as possible, and the preparation of an analysis card composed of 6 parameters, 17 indicators and 14 sub indicators, to analyze their institutional websites. The Spanish version of the last update has been published in 2014 by the Universidad Nacional Autónoma de México and prepared by Juan Voutssás Márquez, director of the Team Mexico of the InterPARES project and Alicia Barnard Amozorrutia, of he himself equipment. De aquí que dentro del Proyecto InterPARES haya existido desde el principio un interés destacado por la elaboración de un Glosario que ha sido traducido a varios idiomas y ha venido actualizándose periódicamente.
