PHOTOGRAPHIC HISTORY OF THE PORT OF COBIJA

La ciudad de Cobija, fundada el 9 de febrero de 1906, aún hoy parece muy lejos del centro de Bolivia y la influencia del vecino Brasil se deja sentir en muchos ámbitos. La "perla del Acre" nació como respuesta al viejo conflicto de límites por la posesión de la Amazonía, como parte del programa de políticas de los primeros gobiernos liberales, destinadas a colonizar e integrar a la "vida nacional" la región Noroeste. Aquí presentamos un conjunto de fotografías que nos muestran los primeros pasos en la construcción del puerto-aduana sobre el río Acre, proyecto emprendido bajo la dirección del Delegado Nacional Adolfo Ballivián. Los documentos visuales nos permiten "imaginar el pasado" más fácilmente que los escritos, cabe preguntarnos sin embargo sobre la "intencionalidad" del fotógrafo y su patrón.

The city of Cobija, founded in 1906, today seems to be far away from the centre of Bolivia and the influence of the brazilian neighbour still is strong. The "Pearl of Acre" was born as an answer to the old border conflict about the possession of Amazonia as a part of the political programs of the first liberal governors, whose aim was to colonize and integrate the northwestern part of the country. In this article we are presenting photographs which show the first steps of the construction of the duty-port on the coast of river Acre, which was a project headed by Delegado Nacional Adolfo Ballivián. These visual documents offer us to "imagine the past" more easily than written ones. Still, we have to wonder about the intentions of the photographer and his master.

THE UNIVERSITY NATIONAL "20TH CENTURY" AND THE RESURGENCE OF A MINING TOWN

Crónica inédita de la creación de la Universidad Nacional Obrera "Siglo XX", escrita en marzo de 1987, sobre la base del informe del trabajo de campo instruido por el Museo Nacional de Etnografía y Folklore, resultado de una misión antropológica realizada en febrero de 1986, que incluía la relación de entrevistas realizadas en esa fecha histórica, así como los registros fotográficos y de video, que hoy conserva dicho repositorio nacional. No se ha modificado el texto pero se han insertado notas que aclaran el contexto de la época.

Unpublished Chronicle of the creation of the National Labor University "Siglo XX", written in March 1987, on the basis of the report of the field work instructed by the National Museum of Ethnography and Folklore, which had resulted in an anthropological Mission in February of 1986, which included the relationship of interviews conducted in that historic dateas well as photographic records and video, which today preserves this national repository. The text has not been changed, but had been inserted notes that clarify the context of the time.

THE MODERN FILE INSTITUTION POLICY OF REGULATION OF THE PRODUCTION, VALIDATION, CONSERVATION AND DISPOSAL OF THE DOCUMENT FILE

Ensayo que piensa al Archivo como institución política moderna; caracterizado como un conjunto de valores y normas de carácter positivo en el Estado y, consuetudinario, en la sociedad civil; razonamiento que es contrastado con la definición científica de 'Archivo'. Del mismo modo, se procura reflexionar la importancia de la función y organización del sujeto productor, así como también la de las tecnologías de producción de documentos en el Estado-Nación, elementos que configuran el modelo de organización del archivo moderno.

This is an essay that thinks the file as modern political institution; characterized as a set of values and standards of positive State and customary nature in civil society; reasoning which is contrasted with the scientific definition of 'File'. Similarly, efforts are made to reflect the importance of the role and organization of the producer subject, as well as also the production of records in the nation-State technologies, elements that make up the model of organization of the modern file.

THE MUSEUM OF HISTORY AND CRIMINALISTIC OF THE BOLIVIAN POLICE AND THEIR ACADEMIC PROJECTIONS

Estudio sobre el alcance y contenido de la museología y su aplicación a la realidad de la Policía Nacional de Bolivia. Describe los orígenes del Archivo Histórico y el Museo Policial, destacando la participación de los jefes policiales que han posibilitado su instalación, así como sus perspectivas y proyecciones académicas.

Study on the scope and content of Museology and its application to the reality of the national police of Bolivia. It describes the origins of the historical archives and the Police Museum, highlighting the involvement of the police chiefs that have enabled his installation, as well as their academic perspectives and projections.

FREE ACCESS TO INFORMATION: THE INFORMATION CENTRE OF THE FOUNDATION "FLAVIO MACHICADO VISCARRA"

La Fundación Flavio Machicado Viscarra (FFMV) es una institución sin fines de lucro dedicada a la promoción de la educación humanista y la responsabilidad social. En los últimos años ha consolidado dos programas enfocados a facilitar el acceso gratuito a recursos de información para la investigación social, histórica y científica en la ciudad de La Paz. Como parte de las actividades de su Centro de Información, y a través de la colaboración de un convenio con la Fundación Banco Central de Bolivia, la FFMV se dedicó a recopilar y reeditar la obra Copacabana de los Incas, escrita por Jesús Viscarra Fabre en el año de 1901. Considerada como una obra enigmática, la obra es una ventana hacia la percepción del pasado precolombino visto desde los ojos de un autor boliviano de principios de siglo XX. Mediante la recopilación de las notas originales, fotografías y varios documentos originales resguardados en la FFMV, fué posible recobrar este valioso testimonio de nuestro historia temprana.

Flavio Machicado Viscarra Foundation (FFMV) is a nonprofit institution dedicated to promote humanistic education and social responsibility. In recent years, he institution thas consolidated two programs aimed at provide free access to information resources for social, historical and scientific research in the city of La Paz, Bolivia. As part of the activities of its Information Center and thanks to the collaboration received through an agreement with the Banco Central de Bolivia Foundation, the FFMV was dedicated to put together and republish the work "Copacabana de los Incas", written by Jesus Viscarra Fabre in 1901. Considered as an enigmatic work, the book is a window into the perception of pre-Columbian past as seen through the eyes of a Bolivian author of the early twentieth century. By collecting the original notes, photographs, and various original documents preserved in the FFMV, it was possible to recover this valuable testimony of our early history.

Semblanzas de tres profesionales de archivo que dejaron la profesión luego de largos años de trabajo. Elías Vacaflor Dorakis en el Archivo Histórico Departamental de Tarija; Itala de Mamán en el Archivo Histórico Municipal de Cochabamba; y Rossana Barragán en el Archivo Histórico de La Paz.

Pro files of three professionals of archive left the profession after many years of work. Elías Vacaflor Dorakis in the Departmental Historical Archive of Tarija; Mamán Itala in the Municipal Historical Archive of Cochabamba; and Rossana Barragán in the Historical Archive de La Paz.

TRIBUTE TO LIBER FORTI

Semblanza biográfica del activista anarquista Liber Forti y del Grupo de Teatro Nuevos Horizontes, en la ciudad de Tupiza, que realizó un trabajo pionero en las minas de estaño de Bolivia, donde conoció a los líderes mineros de la revolución social de 1952 y pasó a formar parte de la Central Obrera Boliviana como asesor cultural.

Biographical sketch of the anarchist activist Liber Forti and the Group of theatre New Horizons, in the city of Tupiza, that did work pioneer in Bolivia's Tin mines, where he met the miners leaders of the social revolution of 1952 and became a part of the Central Obrera Boliviana as cultural Advisor.
